Default Blocking water lines

I've got a garrett t3 that is oil and water cooled. I've heard that I can block off the water lines and run strictly oil cooled? Is this safe to do? BTW I will be running low boost for this, 6-8psi.

EDIT: I found the answer to this in archives

I've been running around with mine unhooked for a long time. Everyone is going to recommend hooking them up, and hell, so will I just because it really isn't that hard-- but if your as lazy as me, you don't really have to block them off... just mount the turbo and hook up oil lines as usual. Overlook the other holes, pretend they don't exist, and your good.

You don't need them. Just don't boost before you intend to shut the car off. They are their for joe q. public who does silly things like run normal dino oil and pulls the car over and shuts it off after ragging on the motor.
