Default best set up for a turbo gsr

i have a obd 1 gsr and i was wondering what is the best turbo set up to gain around the mid 400 hp. I know this question is probably asked over and over but i am kinda new to a turbo set up. Like what should i do to do the block and head to support that much horsepower? Should i buy a turbo kit or assemble it myself?

NO spending limit? man the things i would do with no budget.

-rebuild it first (rods, pistons, sleeves, etc.)
-get a clutch that can support the power you want
-research on what youd think you personally would like.

do you want something that spools fast? have good top end power? its all about what you want. i want a GT2871R soo bad but its too expensive for me. quick spooling turbo and will make some good numbers.
