afc hack and aftermarket chip

afc hack and aftermarket chip
a buddy gave me a chip that has a raised rpm limiter and someone said it might be in closed loop all the time. i know the hack has something to do with open and closed loop, so can i use the afc hack and this chip? also whats the best way to check total timing for this chip?
