Default 95 lbs of fuel pressure

I have a little problem with my fuel pressure. I have a gauge and it bounces back from 90 to 95lbs. I have a turbo setup om my 97 integ ls. I had a fmu and fpr a long with a gauge. I took of the fmu and the fpr and the pressure stays the same. I even tried to adjust the regulator but no luck up ur down. Just looking for a little tech advice.

you either have a restriction in your fuel return ssomwhere or your gauge is fubar.
