i have a 14b im gonna put on my civic and i never really looked at it too close and its my first turbo project and i was wondering what to do with the piping on the compressor side? it doesnt have anything to like hook up a pipe to it its just a two bolt flange like the o2 housing.

I believe they call that first piece the "J-pipe." You can get just the flange here if you want:

The one labeled "TDO5H Compressor Housing Outlet Flange"
Bolts / cap screws you should be able to find at the hardware store.
It might be easier for you to purchase a used j-pipe if you don't have (access to) a welder, however. Also, if you split the turbo in half (undo the v-band), and remove the large snap ring that holds the compressor housing on, you can knock off the small locating pin, allowing you to "clock" the compressor housing to any position you want, which should make the intercooler piping much easier. If you don't have a welder but still want to do things yourself, you could buy a couple feet of silicone hose, a bunch of clamps, some bends, and bead the pipes with some epoxy or something. The hose is available (pretty cheap) from the same site above, along with some advice on beading pipes w/o a welder. Good luck.

can i use a stock eclipse one or do i have to make my own?
and a little of track anyone know the psi the wastegate is set to stock on one of those?

You should be able to use the stock eclipse one, or at least part of it. the stock wastegate is about 8-10 psi i don't know exact but whatever it is its fine for a stock engine.
