Default Tuning Question

Car is running a little rich and needs a tune. I just want a street tune for daily driving or whatever is necessary to have it running properly. Is it possible to be tuned w/ this setup w/o dyno time? I'm trying to be a little cheap because I don't have $400+ for a dyno tune. Kind of new to this so info would help to get me in the right direction.

I'm assuming a street tune w/o dyno time is just inputting data into the ECU to work w/ said mods?

Del Sol w/ the following. Any suggestions?

b16a2 block,
GS-R Head
P72 ECU w/ two step
AEM SRI
Stage 2 Skunk 2 cams recently installed w/o tune
DC Headers.

Alot of shops in my area have said they they don't do 'Street Tuning' anymore w/o a dyno because of risk.

Can someone please elaborate? Why is this?
