Street Tune/Dyno Tune
I just want to know what the pros-cons of street tuning and dyno tuning. Which one is better and safer.
Also im running a B16A2 on my EM1 SI, I have a OBDII-OBDI jumper harness should I still use the same ECU? Which one would you recommend?

You can't compare the 2. Street tuning is fine to get a car running with conservative timing values and to get air fuels in check. After that you should drive to the dyno and tune it/have it tuned properly, as there is no way to 'street tune' a car and have it be right.

Oh crap! I just noticed your sig. You work with DentSport garage? Anyways I have a few people i know that say you guys do good work. Any way of guessing at how much it would cost me for to get a dyno tune from you guys?

i made close to 40 hp more when i tuned on the dyno over the street tune i had going when i drove into the dyno.
street tunes are fine to keep it safe, dyno tunes pick up where that leaves off. for my cars, i tune all the vacuum and idle on the street, then boost(especially timing) are best done on a dyno for the best results
