Default Need some info!

I bought a 99 boosted EM1 tuned on EcTune and I'm new to the game. It was blown up, completely rebuilt everything. Question is that I started it for the first time today and the MIL is on as soon as you key the ign on. Wasn't on when I bought it but is now and all sensors are connected correctly. Can this be an expired license issue or and actual problem? 2nd question is how the hell do you read codes? Might be a dumb question but my scanner doesn't even power up through the the DLC. Do I need the software just to read DTCs?

OBD1 ecu?

If so, find the "service check connector" wire (google obd1 ecu pinouts). Ground that wire and your MIL should flash the stored codes. 1 long flash = 10, 1 short flash = 1.
