how can i find whats the best length and diameter intake that would work for my engine.
i looked online and asked few people( emailed evans tuning) but no resuts.
i need to know before i retune my engine so i can have a better matching intake than b16 ebay pipe that i have.

As a general rule you can have all of one of the above and maybe some of a second (unless you're using forced induction, then the rules change a bit).

not very specific just want to know if theres a formula or something or whats the general rule of thumb on this? same as intake manifold runner size or different?
but in this specific case i want to up that curve between 6500 and 7500 rpm on my engine
its a gsr motor p30 pistons and bc3+ cams with skunk2 intake manifold

There was a thread on the general approach to this a while ago. IIRC the intake tube lengths ended up being fairly long. Probably at least 50% longer than what you're showing there. Take a look at this:

He's talking about the actual intake tube, not runner length. Regarding manifold design, there are several sets of equations that will get you in the ballpark if you know what you want the engine to do and what rpm you want it to do it at. They all require trial and error to really get it nailed down though, unless you have access to something along the lines of Ricardo Wave.
