Default high boost low boost ?'s

how do you tune your cars high boost but then turn the boost down? how does the car know not to use the high boost tune is this controlled by the map sensor reading?

Simple, you would tune the vehicle using a high & low boost setting & tune the fuel/ignition tables accordingly.

The engine computer knows how much boost you are running due to the map sensor signal.

Can i just tune the high boost
eg 20psi and then turn down the boost anything lower?
is that safe?

As stated before, you would want to tune the car at both boost levels.
