Default 97 civic headers

So I have a 97 civic DX with a D16Y7 motor, completely stock except for a cold air intake and skunk2 throttle body, I'm looking for headers to put on it and found that 4-2-1 headers would be the best option for mid-range power. Any suggestions on what headers I should use/ how or if I could keep it street legal in N.Y.?

The 4-2-1 header will be fine for mid range power. As far as street legal I would assume you would need to install a catalytic converter.
