Thermostat
the thermostat in no way reads the tempature.
the reason it opens @ a certain temp is so that the water can flow past it while still being restrictive enough to hold the coolant in the radiator so it actually cools a bit intead of not being held up in any way. if it wasnt "blocked" by the thermo the coolant wouldnt get cooled enough by the radiator because it would flow way to fast.
it trys to maintain a steady temp (160,180, etc...) that is why they have diff temp ratings. for your desired temp.
