Default oil pressure problem?

here is my issue i have a teg with a gsr fully built ect.. i am using a new stock oil pump with precision 76 turbo, oil relocator with 10an lines & oil cooler 10an lines.
the car took 7 1/2 quarts of oil till every thing was full & the dip stick read right
( big oil cooler) maybe to big. but when we put the car on the dyno to do a driving symulation it wouldent pop v-tec & we noticed the oil light was on. so im wondering with all the extra lines & stuff its not enought to bring the pressure up. we are going to put a oil pressure gauge on this week to check but wondering if anyone else had such an issue & what was done to solve it.

yes it is the first restart. i know thier is some pressure cause the # 10 line going into the cooler was getting a little warn but comming out it was cold & the we took the oil filter off the relocator & it was full. ( oil goes from the motor 2 the cooler 2 the relocator back in the motor) we ran the motor about 4 times for about 10 min just 2 seat things in. when we put it on the dyno we put the aem so vtec would pop at 4 grand. but nothing happend thats when we noticed the oil light was on so we think it low pressure. but we figured once the oil was flowing through the system it would build pressure back up. bt it seems maybe not. thats why in wondering if anyone else has a simular setup
