It is used to save your synchros when downshifting By stepping the clutch, putting it in neutral, then clutch again and putting in a lower gear, it speeds up the lower gear to the same speed as the gear your in without using your synchros, thus saving them. Track racers use this to save rebuilds on their trannies since they shift so much.
