Cannot boost less than 25PSI first gear
I have problem with traction because I cannot boost less than 25PSI in first gear.
When boost controller off spring w/g is 14psi no problem.
When AVC-R on, duty 60% start du -50 still running 25psi in first gear.
3rd and 4th gear running 32psi
Would like to run Tial spring pressure in first gear, what is the solution ?

It's in the setup of your boost controller. You need less duty cycle to start. It could also be things like the tune or manifold design, but that is less likely.

Is it a solid 25 or does it slowly build up to 25?

If using the by rpm method you also have to make sure your "n-points" match your engine and turbo's operating range. The n points can be configured in a dedicated setup screen.
Start off with a low duty cycle like 25% and check what boost you get
