Icon6 85' Wagovan run issues

Hopefully im posting in the right section. I'm a vw/audi tech and way out of my element here so bare with me. I just got done doing a head gasket on my buddy's 85' wagovan bone stock d15. Anyway leading up to the head gasket blow was incremental lessening of power. The Issue now seems to be "bogging" past say 3000 rpm it appears that the secondary on the carb never opens which would definitely explain that. The port on the front of the carb appears to not draw enough vac@w.o.t. to pull it open Ive verified the linkage is functioning and the lines are in good condition. I even probed the port with a pick tool assuming it was blocked but no dice.

Any input or suggestions would be greatly appreciated

I would suggest a new fuel filter, checking your timing, and adjust it with the distributor to see if it doesn't clear up. THEN, consider a carb rebuild. Good luck.
