If you grounded it to a good chassis ground and it still does it, then it's power is getting in somewhere...
Sounds like you're going to need a relay...

horn output to 85, 12v constant to 86, 12v constant to 87, siren input to 30. 85 and 86 can be swapped, as can 30 and 87. the desired effect will be reached either way.
