cel code check doesnt work

cel code check doesnt work
when car engine is ON, my CEl light is shining bright..
i just checked the car with the jumper wire to check my Codes, but when i put the key on position "ON" the CEL will not blink, it just stays on
i have civic 93 with P30 ECU and b18C6 engine
