Default throwing solid cel (no code) with p28 in an lsvtec

as described in title...
throwing a solid cel on a p28 in a freshly swappd lsvtec...
funny thing is...
when hookd up to stock ls ecu...
no code
solid cel doesn't throw any codes

could it possibly be the wiring perhaps?

improper bin on chip/bad chip- bad soldering on the board, bad 20pin chip on the board, or bad ecu.
