Default High idle on B18C swap & Code 9

So I just started my car up this morning (B18c swap into 90 CRX DX)

I got it to fire up just fine, but it idles at like 2500 rpms. I've tried messing with the throttle cable, idle screw and unplugged the IACV with no real effect on the idle.

I'm also throwing a code 9, CYP sensor, but it's a brand new Distributor King dizzy. All my wiring connections on that are strong, so its not a loose wire or anything. I dont understand and all the posts I've read tell the people to buy a new dizzy, but this shouldnt happen with a new one right? There's gotta be something wrong with my wiring.

Can anyone offer any suggestions?
Thanks in advance.

Just because it is new dosent mean its going to work perfect. Try swapping with a friend.

Does the idle go down to normal once the car warms up? Or you havent let it run that long yet?

Well this was 2 months ago and it wasnt the dizzy. Not too sure what it was.. One day it just started idling normally at 750 or so.

It idles fine now until I hit vtec, then it will surge for a while and then stay high (between 1200-2000, depending on how high i rev it.) So, if i only go to like 6000, it wont idle as high as if i take it up to like 7500 or so.

If I turn the car off and restart it, it will idle fine again.

Any ideas?

This surging. The car is HOT right? Fully. What chip are you running in your ecu? If any. Maybe its too rich. When mine was cold or half way. If i went into vtec it would bog and such after because i though(?) it was flooded. So i went obd1, got a normal chip and now it runs really good.

Yeah its totally warmed up. I'm already obd1, running a P72 with stock GSR maps. The only thing thats chipped is the vtec point at 5500 since I have the skunk2 manifold. If anything, its running lean. I pulled the plugs out last week and they were a little white.

It's a b18c1 with skunk2 manifold and usdm ITR pistons.
