cant get vtec to work

cant get vtec to work
I just picked up a built rsx because the guy was moving out of the us .. proof for all but thought it needed a retune but turns out the vtec isnt working
k24a4/k20a2 head
cp/eagle
brian c stage 3 cams
skunk 2 intake/exhaust
kpro
it has a 7l moroso oil pan
i am 1/2 qurt over full (using the k24 dipstick)
have turned off oil pressure switch (nothing)
checked solenoid (worked)
traded solenoid with friend .. mine worked on his but his still didnt work on mine
vss/rpm works on kpro
added another ground to make sure it was grounding
was going to probe the 12v from the ecu to the solenoid (but have heard it dont really work)
i know it is not kicked because the tables never change
the craziest part of it all is it will work around corners or uphill(sometimes) and tables will change.
that is why i added another 1/2 to see if it just wasnt reading right
not really sure where to go from here

What pan are you using ??? If it is steel, is it dented in on the bottom ??? Have you cleaned the VTEC passage screen on the front of the cylinder head

No, I mean the front one. It is found on the front of the engine just below the valve cover between the edge of the timing chain cover and the end of the intake manifold... just above the water pump housing. It is held in place by two 10mm head/6mm thread bolts.

I will check that i have just never seen vtec not work because of that ,thats why i thought you were talking about vtec screen.. the engine only has 5k on the full build..
more info from last night.. was adjusting my tune on the fly so i had good afr on the highway.. long storry short adjusted 6th and 5th went to do 4th and it pooped into vtec and worked all night ..wondered if it was low even though it was 1/2 high..added another 1/2, started it this morning let it worm up then started beating the **** out of it and started working after 7-8 pulls without it
so guessing it is a oil issue somehow but im a qurt over on the stick but idk if i should add more with that huge oil pan
