what is the difference between the nsx for the 00-04 nsx and the 94-99? bodywise... Performance wise... interior wise... everything

There were a variety of small changes over the years (eg. wheel size or perforated leather on the seats) but the basics are:

95 - OBD2; targa available
97 - 3.2L engine w/6spd transmission
02 - new headlight design

I know the headlights were the same up until 2002, but was there any differences in the side skirts/ front bumper from 95-01?

no difference in the exterior of the 91-01, except for the front lip and targa, and colors changed as well
02 had the new front bumper, hood, headlights, sideskirts, rear valance, and taillights, and i think the trunk was a tad bit different in shape

There were other changes too. Wheels changed size/design in '94 and color in '97. They phased in the color-matched roof in '94-95 with the NSX-T (removable roof panel).

The trunk was the same shape, but they added a small spoiler lip that attached to the trailing edge of the trunk lid.

And the brakes changed, and the abs system and lots of little things, but again, I think all of the major changes have been covered.

well you decide do you want a 3.0/ 5 speed or 3.2/ 6 speed

the c32b only had 3 more hp over the c30.
the targa adds about 100lbs and reduces chassis rigidity

The C32 is rated at 290hp, the C30 at 270hp.

Assuming you're comparing the most common models, i.e. a six-speed NSX-T for '97 and a five-speed NSX Coupe for '94, bone stock, the difference in typical 0-60 and 1/4 mile times is approximately .4 second (5.3 vs 4.9, 13.7 vs 13.3).
