98 does not have the funky 97 front end, rear bumper and trunk release lever.
98 also does not have all the extra interior crap the newer models have (like AC/ faux CF).
not to mention it has the honda f1 commemorative color.

Personally, I love my '97 and it's retro front end. However, I do like the faux carbon trim of the '00s and '01s and the rear hatch lever. I do wish that '97s and '98s came with immobilizers.

Here's the REAL answer to your question.

The differences between years for the North American ITR are so very, very minor that there is no one "best" year. They're virtually identical. (Yes, I'm aware of what the differences are, but there's nothing that stands out as truly significant, IMHO.)

So it comes down to a matter of personal preference and availability. If you happen to prefer yellow or black, then you will want an '00-01 instead of a '97-98; if you prefer white, then the reverse. And besides, if you're shopping for one, you're likely to take whatever you can find in your price range, since there are so few of them around.

doesnt optional mean you have to ask for them to add it?

yeah you have to ask but the option is there. in other words it can come with a/c. it doesnt mean that there is no way that the R can be made with the A/C. the way u implied it gives the conclusion that it doesnt at all, regardless if you wanted it or not.

If the link that was posted doesn't tell you everything you want to know, get in touch with Aamir, who imported a CDM CW ITR a while back.

Wasn't the 97 and 98's engines hand assembled, and the rest the years by automation, because of higher production numbers?

'99 since you won't find many in the world.

If your gonna argue colors:
CW = race inspired, true color of the R
PY = mid-life crisis
black = ricer
