Default HELP! problems problems problems

ok, so i hooked it up to the spark plug wird all the way to the right<closest to the crank pulley> and looked down at the lines. well, i moved it as far as i could move the dis. and the red line is still way too far from the plastic line. am i moving the wrong thing? i lossened 3 bolts and turned to whole assembly, but there is metal there that only allows you to turn it so far...what am i missing?

i think its jumpered but how can i make absolutly sure its doing what its supposed to be doing???
