Default Ignition problem and CEL

Hey guys, I own #34 in 1999 (CDM)

I'm having a few problems with the car that I'd like to get fixed as I'll be selling it this summer.
Whenever I get into the car, put in the key, push the clutch pedal, turn the key it won't start. Wait a couple seconds, turn the key again and starts right up. Seems like I have to prime the fuel lines before I turn the key all the way. The guy I bought the car off of said that "it happens to all ITR's". However it never has trouble starting up, starts up every single time. Any idea what this means? Fuel pump going maybe? Or does it really happen to all ITR's?

Second problem I have is with my T1R exhaust. There is no cat (we don't have emissions standards in Canada), so I'm throwing a CEL. I've tried screwing in that bung, and screwing the o2 sensor into that, but still a CEL. Under normal driving it won't burn any oil or smoke at all, but as soon as I give me more than 75% throttle at 5000-6000 rpm, black smoke starts coming out the back which mean way too much excess fuel. After some research I think the only way to get rid of this problem would be to get a high flow cat? I believe my T1R exhaust is a 2.25" , so would a exhaust shop be able to make a 2.5" cat work still? At the moment i've been looking at getting the OBX cat.

Let me know if this will work. Thanks guys.

My Type R starts up everytime with the first turn of the key. I have owned other integras and have never had or heard of that problem.
As for the smoke at high rpm. Are you sure it is unburnt fuel? My car does the same thing once the vtec kicks over all the way to redline, accept mine seems to be oil burning.

I'm quite sure it's just unburnt fuel. I almost never have to top the oil and I don't get the best mileage.

Maybe you could put stock equip. back on and see if that corrects the problem. I really don't know what your cars come with as far as smog equip. up there in Canada, I just know that here in california smog is heavily regulated.
It seems odd that a stock ecu would allow the car to run that rich with just an exhaust and testpipe.

I'd imagine it'd be the same as you guys as far as stock equipment goes, but I don't have any of the stock stuff.
