Default Check Engine Light -- steps to determine code?

How do you determine what code the CEL is throwing at you? I forget the steps that one needs to do.

short the service connector, and coutn the blinking check engine light. long flashes = tens digit, while short flashing are the units digit.

incase you dont know what the service connector is, its near the ECU by the passenger side kickpanel. should be green with blue connectors.

Do this while the car is running or with just the ignition on? I assume just the ignition on.
