weird electrical problem

my corner lights and taillights turn on automatically when i connect the negative back on the battery becaus ei was changin my dash from tan to black...my lights are set as off but their always on...i cant turn them off unless i disconnect the negative...and my headlights wont turn on even if i switch them on

Check for a bad ground. Maybe in the process of changing over the dash you forgot to connect a ground wire, or maybe the ground wire was re-connected in a new location that is not providing a good connection.
