Default VTEC question

i heard that VTEC only engages if oil, rpm, and throttle postion criterias are met. so my question is, if im on the freeway cruising at 90 (~4600 RPM), is the VTECH ingaged? the throttle isnt mashed down so VTEC isnt egaged right? im tryin to save gas.......

If the peddle isn't mashed then no. I think the only way it would be is if you're using a piggy back or standalone cpu that would engage it regardless of throttle position.
