Rubberized Anti-Rust Coatings trap Moisture

Heard several places rubberized coatings trap moisture under the the coating doing the exact opposite of what most buy the chemical for, does this apply to our cars too?

Meaning did the factory install rubberized coatings on underneath of integras ? If not then what is rubber looking stuff under there?
