Problems, ECU, CEL? Please help!!!!
My car won't start. Its a '92 Integra, OBD-I.
The car started this morning, 15 seconds later, it died. The CEL went on and now stays on. The fuel pressure won't go back up to 40 when I try starting, but won't go to 0, Its on a steady downhill. Therefore, I feel its not the fuel pump, or else it would/should drop to 0?
When I jump the service connector, the ECU does not give me the codes. I tried resetting the ECU by removing the ECU fuse and backup fuse as my Helms explained, still stays on. I am out of ideas, I can't figure it out.
Does anybody have any ideas why my ECU won't give me the code?

Thanks! The starter turns the engine no problem and the right speed, the battery is extremely healthy. Fuel level is good.
The only things out of that list that concern me are the ignitor, coil or fuel relay. Which ones out of the ones I listed can give a permanent CEL?
