Problem reading ABS code, please advise

Default Problem reading ABS code, please advise (fixed!)

So my ABS light is on, however I can not get the darn thing to flash, weird thing is the "fasten seatbelts" light is on and flashes instead of the ABS, to top this off my gas meter will drop all the way, half way, or just stay on full intermittently, don't know if the gas issue is related or not. I been reading quite a bit on the ABS system and have the manual. I would like to keep my ABS and fix this issue, the seatbelt light flashed 1 2 ABS motor and before you guys start knocking about how i didn't use the search engine on here or google, I have, a ton of times with varying words and combinations of words.

why would the seatbelt light flash if i jumper the brown and black wire under the passenger side dash? shouldn't the ABS light flash instead?, I checked to see if the wires are crossed but nothing weird....ABS power relay is fine, all fuses are fine. RONJ !!!! where are you at! any insight?

1995 acura integra LS
engine is stock
with ground controls

I was reading somewhere that someone said that the ABS light could be on because of the lowering of the springs/coils. I also read where people have claimed that since their axles might be bad this is also affecting the ABS system; my front axles are bad. I haven't a clue since I got the car that way. thanks for reading and trying to help me out!

83 views and no takers? ha! i solved it and thanks for those that have looked! it seems to me that the previous owner swapped in a '97 and up instrument cluster, weird thing was that the fuel meter / gauge was up about a quarter at times and sometimes be all the way empty...abs light did not go off when it should if i plugged in my seatbelt...either way, I place a 95 instrument cluster in and all is dandy except the ABS which is throwing the 1 2 code, ABS motor, gonna try to tackle that next. Thanks and hope this helps anyone else out there thats trying to fix issues that are similar...at least it is a thought, I was racking my brain about it for a while and finally realized that it might just be the wrong cluster! and it was! haha
