Are you losing coolant?
Perhaps when you/they put the coolant in, they didn't bleed it properly. When you do an engine overhaul, you gotta bleed it for a while since the block is basically empty.

Fan not turning on?
Trying turning on the HEATER on FULL FAN SPEED! while you leave the cap open. It may help get coolant circulate in there also. And just wait till all air bubbles come out.
Check for head gasket leaks.
