obd1 conversion problems!

I have a 2000 gsr and I bought the harness, and an obd1 p72 ecu to jump it to an obd1. I plugged everything and my check engine light turns on and reads iacv problem. Also the idle is at 500 and fluctuates from 400-500 rpm. Is this normal?
