It's gonna cost more than $2000, but after checking the compression on the cylinders, you can buy a turbo kit (used if you want it cheaper), get a clutch, a program for the ECU and some sticky tires. Then see what times you can bang out.

turbo's the only thing that'll get you there with that low of money.
But, $2000 really isn't going to cut it. There's alot that needs to go into it, and you need some "wiggle room" with your budget.

is it safe to turbo a motor with 153K miles oh yeah to make things worse I'm at about 4500 ft. above sea level what do you think I'm looking at price wise what about raising the compression and run a mild nitrous shot I'm not afraid to get my hands dirty and pull a motor for a rebuild

Turbo all the way you have way to many miles to use nitrous just remember you get what you pay for

153K miles on a Honda is just broken in!!!! If the compression and leak-down tests have favorable results, go for a mild boost set up and reach your track goals easily.

I believe you could just as easily reach those times you want with a NA build with some raised compression (P30 pistons) and Crower 404's, upgraded valve train, valve job, port and polish, bolt-ons, decent exhaust and a sweet tune on chrome or uberdata. A short geared tranny would help tremendously as well as slicks.
