Default new CAT maybe a problem?

Just bought this car last week, within a week it threw up a CEL:

P0420: Catalyst Efficiency below threshold

Haven't had it checked by a shop yet, but the old owner said he already replaced the cat, with a "smaller one," so I hope this isn't the problem.

He mentioned that it could be due to me not using 91 octane fuel. This car only calls for 87. ('01 LS) I don't believe this though. Any suggestions? or heard of fuel/cat relation?
