Default Low compression test question

Hey guys I'm new here but I have a question I have a 97 integra b18b1 with low compression all cylinders were at 109 any ideas what it could be bad valve seals or rings it does burn oil about a quart every 600 miles I have 190000 miles on it

Do both a wet and dry compression test. If the numbers are the same it could indicate that your valve seals are bad. If the wet test numbers are higher it implies that the piston rings are the problem and doesn't say anything about the valve seals.

Also, if it is your seals, you will notice a lot of blueish smoke at cold start ups.
