Intermittent starting problem?

So I recently bought a 96 integra for pretty cheap. The only problem is that sometimes it starts sometimes it doesnt. If I leave the car alone for a couple hours it will start up with no problems but if i go to a gas station and turn my car off to pump gas it will not start up after. It will crank but not turn over.
the owner told me to unplug the IACV and push it in and out as someone starts it and it will start up fine. I tried it the times the car wouldnt start and for some reason unplugging and plugging the IACV makes the car start.
What could the problem be?

When it doesnt start... Do you hear the Pgmfi relay click on when u turn the key to "On" position then click off about 2 seconds later?
if your not hearing this, try pulling the Pgmfi Relay, open it & resolder the contact points, (or have a friend do it if your not too good with soldering) alot of times the contacts points jus get thin. Not saying its definitley it but, I've done this many times for customers with no call backs for further problems.
If that isnt the problem, I'd say problem would most likely be in the dizzy...
