installing airbags
disconnected the battery
installed new srs unit
2 new bags
connected srs unit, leaving bags unplugged
connected battery, checked voltage on bag plugs =0
turned the ignition key to acc position, checked voltage =0
turned the ignition key to on position, checked voltage =4.5v
is this normal operating voltage, or this will deploy air bags
to me it looks like it will

Before we do anything associated with airbags, we always disconnect the battery for at least 3 minutes to allow the voltage to discharge. Then we can connect or disconnect the airbags. Honda SOP.
