Default Ignitor voltage question

I checked the voltage on the 5 wires connecting to the ignitor in the distributor, and 3 of 5 wires read 11+ volts, whereas the other two read under 1 volt. Is this a sign that the ignitor is dead? I don't get any spark either when I checked the plugs. The coil's resistance was checked and is still good, so everything seems to be pointing at the ignitor.
