Default ignition switch problem

I think i have a problem with my ignition switch...the thing is..when i try starting my car, it either A: wouldn't start at all..i'll turn the key over and no cranking at all...or B: it would start, but there would be between .5 and 1 second delay before you hear the engine crank...at first i thought that maybe there were only like 5 outta 6 cells not working right in the battery...but other times wen i turn it over...the engine cranking isn't slow or anything..so thats why i figure it could be the ignition switch...does anyone agree?? and if it is the problem...what do i need to do to replace it...will it cost a lot..do i need a certified technician to do it for me or is it somethin easy i can do myself? pls i need help this is really pissing me off

anyone pls help..i'm sayin its either the ignition switch or the starter relay..what would u say??
