HELP! solid CEL light

HELP! solid CEL light
Heres what I have:
OBD1 B18C1 in an OBD0 DA integra, with OBD0-1 conversion harness, and P30 ECU
Heres what happens:
Car starts up fine...get on the road and pick up speed, then when the engine drops below 2kRPM, solid CEL comes on...Then I turn car off and turn it back on and now the solid CEL is gone. Drive again and then when it drops below 2kRPM again the CEL comes on again. What is WRONG!?
Also, when the CEL is on there is no VTEC. Then when I turn the motor off and turn it back on again, VTEC works fine until the CEL light comes on again.
anybody know whats wrong? Im thinking its the 02 sensor?
