Help!! Failed Emissions

Aight i went in for a smog check on friday, and fail emission. I have a 98 Integra GSR. Now it says " This vehicle failed the MIL/Check engine light due to failure to sucessfully complete all OBD self Test"
When my Check engine light isn't on. (and no the bulb isnt pulled) Also i failed the HC(PPM) part of the test also. I had my Car running for a Good hour before i went to take the test.
result for the HC(ppm)
15mph.....MAX.....AVE.....MEAS
61...... 9...... 109 FAILED
25mph.....45...... 7...... 45 PASS
Now i talked to the tech that smog my car and he said it could be an exhaust leak. I have stock intake. stock header, and Apexi N1 exhaust. I was also Running 91 octane.
My question is Should i be running 87 while doing the test? Should i replace the O2 sensor for a new one? any help would be appreciated. thanks alot

check fuel pressure, cat condition, spark plugs and o2 sensors to see the ammount of carbon build up
i would check timing as well, ive failed a smog check before just because the distributor was advanced to 19 degrees

You're nearly double the max allowed... either you cat, o2, sensor(s) or all of the above. I don't know why you're not throwing any codes... have you had anything else done? The more information we have, the more we can help you.
on a side note, on my OBDI motor, when my cat & o2 sensor went bad, my car never threw any codes... but knowing that you have an o2 sensor before & after the cat, I thought it would be more sensitive...

well i bought the car and it had a check engine light for "P0420 Catalyst System Efficiency Below Threshold" Well i plug the obd2 scanner and erase the code, took a drive to see if it would come back. its been a good hundred miles and no code came back. Im thinking the Code is still stuck on the ECU?

The ecu does store codes. Just because you deleted the code from making the CEL come on does not mean that you fixed the problem. I would definitely check your cat and sensors.

seriously, run a bottle of Seafoam through.. Put some in the gas tank and throught the brake booster line. I didnt put any in my oil...
I tried on my friends 87 prelude.. failed the test horrible. his scores were all triple the limit. So I always wanted to try seafoam on someone elses car before mine, so i did it.. he came back the next day and showed me his new test slip. everything was zero except for one of them.. cant remember.
So i did the same to my 92 gsr.. same results.. nothing.. i wasnt putting out anything bad.
try that.. put some new spark plugs in afterwards, and you could ever replace the o2 sensor. not to expensive.
and that should do the job..
just beat your car and vtec to get all the **** out after you put seafoam in. really.. i mean really drive it hard in vtec.. you wanna get all that **** out.

USE SEAFOAM. I tried it, and it WORKS with no harm done to my engine or my friends engine. Just read the directions, and dont pour in so fast that you stall the engine.

If you were throwing a code for the catalyst, then your cat is probably messed up. If you don't want to replace the cat, you can get a simulator or try wraping the secondary sensor in aluminum foil so it won't see too much exhaust flow. Then you will have to drive the car for about 100-200 miles to make sure the catalyst code doesn't come back and then retest. As for the high HCs, do a full tune up (ie: plugs, wires, cap, rotor, and oil change) and you can try some seafoam too. Good luck

Agreed. Try the seafoam, i've personally used it and was pleased with the results. You will prolly end up having to fix the code you're throwing though...
