What is the MM&Y of the car?
What is the MM&Y of the car the engine is from, if not the same as above?
What is the MM&Y of the cars the two clusters are from?

Until I know the above I can not look at wiring diagrams.

Interfacing different OBDs is always going to be problematic, as you can see by the difference in the two cluster harnesses, without seeing wiring diagrams I can't tell exactly what the problem is, but VSS is definitely a possibility, the speedometer may not be calibrated to the VSS, or the VSS itself is bad.

Are there any codes? 94

Car 97 LS, engine 2000 B18C1. Im comparing the pigtails from 97 LS to 2000 GSR. i changed all the gauges from the 00 gsr cluster into the 97 LS cluster. so im still using LS cluster, just with gsr gauges. If i swap my whole complete ecu harness with harness from my 00 gsr will it all clip up? I know ima need different ecu, 97 being obd2a and 00 gsr being obd2b. I just dnt wanna tear it apart n it not clip up right. I also wanna do this because other issues im having that i belive is do to a bad ecu harness. I do have cel's but idk i dnt believe they r real. I have one for crank sensor, number 1 cylinder position, knock sensor. Ive already bought new dizzy and another sensor that it said needed to b changed. Never had these issues till 3 months after i swapped motor into 97 Ls
