Default Cluster problem

I just got a gsr cluster for my 95 integra special ed. I installed it correctly but for some reason when my car is at idle, my MPH reads 40MPH. and when i am acutally driving,if i am going 30mph it reads that i am going 70mph, i havent taken the cluster out again yet but does it sound like a bad cluster? broken? should i put my old one back in?

what year cluster is it....you may have to swap the green film on the back of it...or maybe a bad vss....was the orginal cluster working correctly??

i think the previous owner to the cluster took out the needle....if you take out the needle and put it back,it will be off...i did that once(painted my needles) and all my needles were off...i tried to correct the needle while i crank the engine and still didnt work correctly....end up just buying another cluster...

yea i just spoke to the guy and he told me he had issues with the cluster when he put it in his civic. he just thought it was his car or something. well looks like i will be tossing it and throwing my old one back in. not sure about the year it was, and yea my old cluster was working just fine. thanks guys
