Headlight Problem

Headlight Problem
For the past 2weeks I have had no low beam headlights. Heres what I have checked:
I have checked both headlights and do not see to visible damage to either one. And I <U>HIGHLY</U> doubt that <U>both</U> would burn out at the same time... but nonetheless, I havent tried new bulbs...
<U>Underdash Fuse/Relay Box</U>
Fuses 21 and 22
<U>Underhood Fuse/Relay Box</U>
Fuse 40
Double Checked the grounds
Is there any relay I am missing? I've double checked fuse 40 with a multimeter... I could really use some help here
My high beams <U>DO</U> work

I have a problem with my headlights also, but with my highbeam, one never works and one works sometimes. Thats b/c i have the poormans HIDs and something must be wrong ?
