wellmy opinion would be upgrade all your valve train and bigger valges. but you dont need to get the stage 3 cams, because your emissions and gas milage would be greatly affected. There are brands like skunk2 and others that offer cams especially for turbo cars. but in order to get the full potential out of your money you also need a good fuel system that can support the amount of air that will be coming in. Another route is to buy a head from Dart cylinder heads they take brand new pr3 head and port and polish along with multi angle valve grind. these are just some of the options you have.

a good port and polish job can be good for some nice hp gains....when paired with big cams, compression, and good flowing intake and header. when sticking with all motor, lots of power is made in the head. just depends on how big you wanna go.

cams and valvetrain should be first. a quality port job from a reputable shop like portflow or rlz will be $900+ depending on how much work you want done.

cams are $300-900 depending on brand and "stage". valvetrain is $300-400. p&p is $900+.

what cams you get depends on your budget, power goals, powerband goals, and the rest of your mods.
