Extremely high idle problem

Extremely high idle problem
I have a 91 teg, and when i start it up any time of day, whether it has been running for while or not, and it starts to idle at around 2800-3000 rpm, it only goes down to about 22 and stays there, what could be wrong? could it be a bad TPS or IAC valve?

ill second that...if you dont know how im sure there are threads on here about that..
also check for vacuum leaks..
