Default electrical problems with recent swap

I just swapped b18c1(obd1) into my LS integra. I have everything connected with the exception of the knock sensor. and that is the only CEL I am throwing. but my Tach won't go past 5k once it hits 5k it goes crazy, I've checked all the grounds and wiring to the distributor I cannot find any problems there, and also today for some reason my wipers just turned on... switch was on "off" so I have no idea how that happened but then they wouldn't turn off. I turned my car off then back on and they worked fine. with the switch.

Any suggestions would be great.

what year ecu and cluster are you using?

usually you have to match the two with the same ODB version
