Default Crazy electrical issue

Hey everyone. I have a 91 da integra that I had rebuilt the engine in. Put everything back in and got it started fine. The next day I put the headlights fenders and bumper back on as well as an alternator belt. And now for some reason everytime I turn the headlights on the main relay clicks on but the fuel pump doesn't prime. Same thing happens if I step on the brake pedal. I've checked all grounds are good. Battery is a new odyssey pc680. I've pulled the front end back apart and found no pinched wires. I'm at a loss aside from getting another shell to put my motor in. I'm thinking maybe the ignition switch could do this but I really have no idea anymore. Anyone have any ideas?
