Default Check Engine Light - can't find code

Please help.

I have a 99' LS 5spd. My check engine light has been on for a while. I followed the instructions given in a previous post. I jumped the two wires with A paper clip, and watched the CEL flash. I'm either getting six long flashes followed by eight short = 68. Or it could be seven long followed by seven short = 77. I don't see either of these codes listed. Did I do something wrong???????????

Autozone will do it for free, just take it there and save yourself the trouble. Much easier.

I got a check engine light for a good 2 years now, My shop and the dealership could not figure it out there is no code for it. Every time we reset the light it just came on like after a month or 2 I'm thinking 2 things 1 my charcoal canister got water in it from the vent tube or 2 my cat converter for the exhaust could be to small for the back pressure (I'm putting a high flow cat once I get the money).

I reset the light the night before emision and it pass the next day, lol

ok here is what I got:

P0420 Catalyst System Efficiency Below Threshold (bank1)

What does that mean? Do I need a new converter? I need to pass smog next month.
